Note: There is a faint pencil or ink notation on this side that incorrectly identifies him as "CSA Governor Georgia". As historical records show, Thayer was a Union officer; the Governor of Georgia during that period was Joseph E. Signature: Signed "Very truly, Charles Devens" in a clean, elegant script. Historical Significance: Devens served as a Union General during the Civil War and later became the United States Attorney General under President Rutherford B.
