1880 SIGNED/CIVIL WAR Major General BF Butler on Disabled Volunteer Soldiers Letterhead. Benjamin Franklin Butler (November 5, 1818 - January 11, 1893) was an American major general of the Union Army, politician, lawyer, and businessman from Massachusetts. Born in New Hampshire and raised in Lowell, Massachusetts, Butler was a political major general of the Union Army during the American Civil War and had a leadership role in the impeachment of U. He was a colorful and often controversial figure on the national stage and on the Massachusetts political scene, serving five terms in the U. House of Representatives and running several campaigns for governor before his election to that office in 1882.

Additionally, as Chairman of the House Committee on Reconstruction, Butler authored the Ku Klux Klan Act of 1871 and coauthored the landmark Civil Rights Act of 1875. The Enforcement Act of 1871 17 Stat. 13, also known as the K u Klux Klan Act, Third Enforcement Act, Third Ku Klux Klan Act, [2] Civil Rights Act of 1871, or Force Act of 1871, is an Act of the United States Congress that was intended to combat the paramilitary vigilantism of the Ku Klux Klan. The act made certain acts committed by private persons federal offenses including conspiring to deprive citizens of their rights to hold office, serve on juries, or enjoy the equal protection of law. The Act authorized the President to deploy federal troops to counter the Klan and to suspend the writ of habeas corpus to make arrests without charge.
