Fort Moultrie on Sullivan's Island, Charleston Harbor, SC has a 170 year history as an active post defending Charleston, as the inspiration horror stories by Edgar Allan Poe who served there with the First US Artillery and as a prison for Seminole Chief Osceola his warriors. The fort was bombarded to rubble by the Union Fleet during the Civil War. A "Storm Flag" is a small, 9 x 6 US Flag flown over a post during high wind storm weather. The officer who signed the Letter was General Edwin Burr Babbitt served almost 60 year as an Army officer on the frontier incl the Pawnee Expedition, the Mexican War, Texas (where he rebuilt the ruined Alamo at San Antonio in 1848), alos seeing Indian Territory service, the Mormon War and the Civil War.
