General John Milton Thayer was a Nebraska Territory pioneer and prewar Major General of the Nebraska Forces in the 1859 War with the Pawnee. During the Civil War he was Colonel of the First Nebraska Volunteers and promoted to brigadier general.

He was an active combat commander with brevets for the Battles of Fort Donelson & Shiloh and the Vicksburg Campaign. Postwar General Thayer he served as Governor of both Nebraska and Wyoming Territory. An original Civil War Union Army Pay Voucher for a 9th Illinois Cavalryman for extra duty pay while serving as ferryman at Helena, Arkansas, September 7, 1862, approved and signed by Thayer as Colonel Commanding the 2nd Brigade at Helena. The document is also signed by 2 officers of the 9th Illinois Cavalry.
