Ewell Stephen Otis [1838 1909] was a United States Army general who served in the American Civil War, Indian Wars, the Philippine American War and the Spanish American War. During the American Civil War, he commanded at the Battles of Fredericksburg, Gettysburg and the Siege of Petersburg and later served at the Battle of Manila.

He was appointed as the 2nd American Military Governor of the Philippines and was a member of the Schurman Commission. The autograph is signed''Ewell S.
