Most burials of Civil War dead were undocumented before the efforts of the US Sanitary Commission to prevent such tragedies. An original Civil War US War Dept Order issued at Washington, DC, April 3, 1862 to Commanding Generals to secure the decent internment of those who fall in battle by laying off lots in a suitable spot near each battlefield and to cause the remains of those killed to be interred with numbered head-boards, and where practicable, the names of the persons buried.
